Davieaux Island Light Station Environmental and Structural Rehabilitation

Established in 1918, the Davieaux Island Light Station occupies a portion of Davieaux Island, a 50.8-hectare (125.5-acre) Crown-owned island located on Lake Superior. The entire island is under the custodianship of Fisheries and Oceans Canada (DFO). The site currently features an unstaffed navigation light powered by a solar energy system with an auxiliary diesel generator. Public Services and Procurement Canada (PSPC) engaged our team to conduct a comprehensive environmental assessment program to remove potential source contamination and make the structures safe for access by DFO employees.

The assessment program encompassed soil investigations, a marine survey, a Stage 1 archaeological review, a designated substances and hazardous materials survey (DSHMS), a structural condition assessment, and a species at risk (SAR) evaluation. These investigations provided critical insights into site conditions that could influence or constrain future environmental remediation efforts.

Based on the findings of the assessments, DFO initiated the first phase of remediation work to remove designated substances identified on site. This phase includes the interior and exterior abatement of lead, asbestos, and mold across eight buildings and multiple ancillary structures. Additional project components include debris removal, rehabilitation of the historic concrete lighthouse, and selective demolition of unsafe or non-essential buildings.
